Does housing development help or hinder township finances?

I attach a really interesting bit of research from Penn State Extension. Basically it shows that adding residential housing to a township costs more in expenditures than it raises in taxes. This is primarily because new housing is mostly for young families and more children means more school costs. In general for every dollar of revenue raised by new housing, $1.1 or more has to be spent on township and school services. I checked with the Prof' who wrote the article and he confirms things are still the same. Check out the full article here
